Grant Information and Application Form
The Parish Council has the power to award grants to community organisations in the interests of the Parish of Sancreed. Unless a grant is awarded through a specific duty of the Council, the Parish Council awards most grants through Section 137 of the Local Government Act 1972. The law requires that Section 137 grants must be “in the interests of or will directly benefit the area or its inhabitants, or part of it, or some of it” and that “the direct benefit should be commensurate with expenditure”. The scheme is primarily aimed at community organisations based in or working in the Parish. Organisations from outside the Parish may only apply if they can demonstrate a significant economic or social benefit to the local community. The Council may award reduced funding levels or, indeed, refuse funding to organisations based outside of the area.
The grant funding opens in April each year to allocate to community groups. Grants will be issued on a first come first served basis. The amount set aside for grants each year is published in our Budget for that financial year.
Organisations can apply for a grant for any project or activity which is for the benefit of residents. Grants must be shown to fit at least one of the following criteria:
Providing a service to members of the Parish
Enhancing the quality of life for those living in the Parish
Improving the local environment
Promoting the Parish in a positive way

Section 137 Application Process
Applicants are required to complete and return a simple grants form which will be submitted to the next meeting of the Parish Council (the full Council meets on the third Tuesday of each month, with the exception of August when the Council is in recess). The Council may invite the applicant to attend the meeting to introduce the application and answer any questions.
All valid grant applications will be assessed and presented to the full Council for consideration. The Council will consider each application on its merits.
Applicants will be notified of the Council’s decision within ten working days of the meeting and if the application is approved, the clerk will arrange payment to the applicant organisation’s bank account via online banking payment.

Community Infrastructure Levy (CIL)
What is CIL?
The Community Infrastructure Levy (CIL) is a charge that came into force on 6 April 2010 through the Community Infrastructure Levy Regulations 2010 (as amended).
Cornwall Council (CC) adopted CIL on 1 January 2019 allowing it to raise funds from some forms of new development, to help pay for infrastructure needed to lessen the impacts of new development.
CIL is a fixed ‘rate per square metre’ of development, with rates for development in Cornwall set out in a Charging Schedule. From 1 January 2019, developments creating one or more dwellings, or new floorspace of 100sqm or more, could be charged CIL that must be paid to Cornwall Council on commencement of a development.
- Neighbourhood CIL is passed to parish or town councils by Cornwall Council where development is taking place. The amount will be 15% or 25% depending on whether the community has an adopted Neighbourhood Development Plan (NDP).
- Up to 5% of CIL funds collected are retained by Cornwall Council for the administration of CIL.
- The remaining income of CIL funds collected are retained by Cornwall Council to fund or part fund strategic infrastructure that is needed by new housing development or other growth.
What does the Parish get?
Sancreed Parish Council will receive a “Neighbourhood Portion” twice a year of any CIL revenue in the area, which is 15% of any CIL raised within the area, capped at £100 per existing Council Tax paying dwelling. Payments will increase to 25% (uncapped) of any CIL raised where there is an adopted Neighbourhood Development Plan.
Sancreed Parish Council must spend their Neighbourhood Portion on infrastructure projects within their area within five years or risks having to repay the CIL funds to Cornwall Council.
What can the neighbourhood portion be spent on?
The money raised through CIL can be used to help fund a wide range of infrastructure that is needed as a result of development; this can include new road schemes, flood defences, schools, health facilities, park improvements, green spaces and leisure centres.
The Parish Council has a duty to spend CIL income on providing, improving, replacing, operating or maintaining infrastructure that supports the development of the Parish Council area, or anything else concerned with addressing the demands that development places on the area.
The CIL Regulations 2010 (as amended) state that the Parish Council must use CIL receipts on either:
a) the provision, improvement, replacement, operation or maintenance of infrastructure;
or
b) anything else that is concerned with addressing the demands that development places on an area.
As long as CIL is spent in accordance with the above, CIL monies may be used to provide seed or match funding with other income streams and / or may be spent collaboratively with other parish councils, community interest companies or other providers to make the most efficient use of funding to benefit the community.
These definitions allow Sancreed Parish Council and the local community to consider quite broadly what is needed to help to mitigate the impacts of development in Sancreed Parish. Sancreed Parish Council will work closely with the local community and infrastructure providers to identify potential improvement schemes, encouraging and, if applicable, sponsoring applications put forward.
Sancreed Parish Council can pass back CIL to the Cornwall Council to support the delivery of infrastructure projects and/or maintenance of infrastructure that the Parish Council does not have jurisdiction or responsibility for, e.g., extensions to schools. It is also possible to pool CIL receipts with other neighbouring parish councils to deliver some infrastructure that will be mutually beneficial.
All decisions involving the approval of CIL applications and disbursement of CIL payments must be made at meetings of the Full Parish Council.
